Ok, I have not read the manga but all I hear is how Buutenks says he’s the strongest Majin Buu-obviously he’s wrong coz Buuhan was stronger! Therefore you shouldn’t take Buu’s word for it!
I also hear how Goku was worried about fighting Super Buu as he thought he’d get killed-yes, that COULD have happened as SSJ3 Gotenks and Super Buu were on par BUT Goku thought that killing Buu’s insides would weaken him-he was trying to find the easy way!
Now don’t say SSJ3 Goku is better than Kid Buu or COULD have beaten him, he didn’t did he? Kid Buu is NOT a fighter because he did NOT dodge ANY attacks from SSJ3 Goku, SSJ2 Vegeta, Fat Buu or even Hercule! Therefore he isn’t as skilled as fighting as the other Buus since the knowledge of the Kais helped the other Buus fight/absorbing Z fighters added to the other Buu’s strength and skills. Kid Buu STILL kept on regenerating from ALL ATTACKS except the spirit bomb which had ALL Z FIGHTERS' and ALL CITIZENS' energy!
It makes sense to have the most dangerous bad guy at the end-like in all good movies or games:
Metal Gear Solid: Metal Gear (with your missile launchers to help) or Liquid/Solidus (fighting hand-to hand)
James Bond: The bond bad guy-normally fighting hand to hand
Star Wars: Darth Vader or the Emperor
Lord of the Rings: Sauron’s armies at their best-fighting in the cursed land of Mordor even against Ringwraiths
Harry Potter: Voldemort
Final Fantasy: Sephiroth, Greviour/Ultimicea, Kuja (DON’T COUNT WEAPON OR OSMA AS THEY’RE HIDDEN!)

Goku was the only unfused warrior to obtain Super Saiya-Jin 3. Mystic Gohan was not better than this after Buu Saga. Gotenks is irrelevent becuase he is a fused being. Buu was on par with SSJ3 Goku until after his defeat. And If you consider GT Gohan’s skills became rusty while Goku’s did not.

Goku was also willing to fight Frieza when he revived but he got his ass kicked. Not as bad as Vegeta but...yeah. Goku was also willing to fight Cell even though by his own admission he couldn’t win.

Actually, no he wasn’t. His line from the manga is that “Gohan alone can beat you now." There was no need to fuse because Gohan was stronger than Buu when the fusion ran out.
The only reason people think Kid Buu and Goku are the strongest is because A: Badly translated english dubs and B: a filler scene where Goku fights Gotenks Buu and C: They have a major hard on for Goku.
